A new two-level bar, called The Borough, is a highly anticipated addition to the Downingtown dining scene. Thoughtfully crafted over the last 20 years, it’s the brainchild of Keith Critchley and his partner, JT O’Brien.
While Critchley was growing up, his grandfather owned Towne Tavern in Atlantic City. Their relationship was a special one; his grandfather was always there for him.
“When I was in the hospital in 7th grade for appendicitis, he came to visit me daily. One day, while we walked the halls, he said ‘One day you’ll own a bar and do great things.’ He passed away a month later from cancer,” Critchley shared.
From that pivotal moment, the idea of opening a bar swirled in his head, growing bigger and bigger throughout the years. His childhood dreams found shape within the last three years and Critchley decided to dive headfirst into the project now known as The Borough.
The Borough will open at 149 E. Lancaster Avenue in Downingtown.
The renovation process was intensive, as the Downingtown partners completely gutted the building and redid everything to artistic perfection. They worked with Irish Creek out of Allentown, PA for the construction process.
“It’s definitely been an experience,” Critchley said. “I knew it wasn’t going to be super easy, but just remaining patient and optimistic is key.”
The restaurant’s details will represent the vast amount of blood, sweat, and tears that went into the making of The Borough.

While some of The Borough’s offerings remain under wraps, guests can surely expect a variety of delicious food and beverages, weekly specials, and events. Some of their most anticipated features include live music, weekend brunches, happy hours, and large sports parties.
The local community has followed The Borough’s process closely, with their social media rapidly gaining a loyal social media following.
“A lot of people know me and know I am very passionate about what I put my mind to.” Critchley said. “They know I love making sure everyone is having fun!”
The Borough will feature two amazing levels; with the downstairs opting for a casual yet invigorating sports bar vibe and upstairs boasting a classy, high-end vibrance.
Critchley has big plans for The Borough and its involvement in the Downingtown community. After living in Downingtown for 21 years, he’s found the area to be full of amazing people and community spirit.
The Borough is anticipated to open in July 2025.
Expected hours: Open daily, from 12 PM – midnight.
